Critical discourse analysis on Bangli Regency Regulation № 37 of 2019 about Retribution Rates for Recreational and Sports Places in Bangli Regency

Kintamani is one of the tourist attractions in Bali, especially North Bali, with a panoramic view of the mountains and many spots to enjoy coffee while enjoying the typical food of the Kintamani area such as ikan bumbu nyat-nyat. In addition, there are also various camping spots that offer us a stunning view of the sunrise in the morning. Regardless of how the charm of Kintamani as a tourist destination, it certainly leaves a pros and cons, the purpose of this paper is to try to conduct a critical discourse analysis of the Bangli local government which has implemented Bangli Perbup №37 of 2019 concerning Amendments to Bangli Regent Regulation №47 of 2014

According to the Head of the Bangli Tourism and Culture Office, I Wayan Sugiarta, this regent’s regulation was planned to be implemented in 2020, but the outbreak of the Covid-19 virus outbreak, made the Bangli local government choose to postpone the matter. the. However, in 2022, the Bangli district government has officially implemented a levy of 25k for local and 50k for international tourists. This policy reaps many pros and cons in the community. do not understand very well about the essence of managing tourist areas such as Kintamani, in my opinion a tourist area cannot continuously not collect entrance fees, because tourist areas need development and the source of these funds can come from entrance fees, through this also the principle of usefulness , the propriety and feasibility of a tourist destination can be improved, besides that I see this is a real effort by Bangli Regency in increasing local revenue in 2022.Therefore, for me, it is legitimate for the Bangli local government to charge a fee for visitors to enter the Kintamani area.

However, local governments need to be aware that this policy has sparked a polemic in the community, the most obvious of which is the way local government communicates in implementing regent regulation number 37 of 2019, local governments need a smarter approach by relying on influencers or utilizing the tiktok platform. which is currently trending to conduct a question and answer session about the enactment of the regent’s regulation, so that people can understand more and there is no bias in the community, besides that the nominal retribution is also in the spotlight because it is classified as very high and I have not seen any other benefits such as shopping discounts, meals or others in the Kintamani area.

therefore the following is a critical analysis of the implementation of the regulation, The issuance and at the same time the enactment of regent’s regulation number 37 of 2019 can bring public attention to local governments, the most promising of which are:
1. management of retribution funds, local governments must be able to manage these retribution funds so that they are intended for the development of the Kintamani area, such as access roads, supporting facilities (toilets, trash cans and supporting devices in the new normal era).
2. tourism area managers must also be ready to be criticized and given advice either verbally, directly or online. Therefore, it is necessary to have a hotline for complaints, criticisms and suggestions for tourists, because this is a form of levy collection so that people feel the need to complain because they have already paid and what’s more, they have come all the way back with high expectations and if this is not the case satisfied then it’s legitimate this tourist complains.

In closing, here are some suggestions:
1. Ticket fees should be reduced to below 20k for local and above 20k for international tourists.
2. It is necessary to create a ticketing system for tourist attractions that is centered in the Kintamani area, so that at the beginning the travelers’ destinations can be known in more detail and traceability. This can be done in collaboration with online ticketing services. So it does not take long at the entrance of Kintamani and congestion occurs.
3. Immediately establish cooperation with local shops and attraction managers in the Kintamani area so that the principle of usefulness of entrance tickets can be increased, so that the ticket is not only a means to enter but can also get various benefits such as being exchanged as discount vouchers, welcome drinks or discounts. enter tourist attractions in the kintamani area.
